I think that the privacy that is being spoken about is regarding THE PRIVACY
ACT OF 1974
5 U.S.C. ยง 552a. Maybe even leaning a bit more towards the FOIA, Freedom of
Information Act.

HIPAA, The Health Insurance Portability and Accountability Act of 1996, on
the other hand, deals more specifically with Medical Privacy - National
Standards to Protect the Privacy of Personal Health Information.
