PERRY T. ALLEN (Democrat), Presiding Judge, Springfield Court of
Appeals. Was born in Clinton County, Illinois, March 19, 1865; educated
in common schools of his native county, Southern Illinois Normal
University of Carbondale, and Southwest Baptist College of Bolivar, Mo.,
receiving M.S. degree. He married Miss JENNIE V. WOLFORD at Bolivar,
January 1, 1880, and they have one son, ARTHUR W. ALLEN, now an
attorney-at-law at Springfield, Mo.

Was admitted to the bar at Girard, Kan., on July 6, 1889, and at
Springfield, Mo., in November, 1889. Served as Assistant Prosecuting
Attorney of Greene County, Missouri, 1893-1894, and City Attorney of
Springfield, 1910, 1911, and 1912. Elected Judge of Springfield Court of
Appeals in November, 1932, for a term expiring December 31, 1944, He
resides in Springfield.

ROBERT JOSEPH SMITH (Republican), Associate Judge, Springfield Court of
Appeals. Was born in Dyer County, Tennessee; educated in the rural
schools of Gibson County, Tennessee, and at Nashville and Lebanon,
Tennessee., graduating from the Law Department of Cumberland University
in 1906. Located in Kennett, Mo., in 1906, and did general practice
until January 1, 1929.


Was Prosecuting Attorney of Dunklin County in 1915 and 1916, having the
distinction of being the only Republican that ever carried that county
for political office; Assistant Attorney-General of Missouri in 1921.

Religious affiliation, Methodist; fraternal, A.F.& A.M. and K. of P.
Married August 14, 1907, to Miss BETTY McCAULEY MOORE, Waverly, Tenn.
They have one son, RANDLE JASPER SMITH, who is now engaged in the
practice of law at Springfield, Mo.

Elected Judge of the Springfield Court of Appeals, November, 1928, for a
term of twelve years, beginning January 1, 1929, and expiring December
31, 1940. Resides in Springfield.

JAMES F. FULBRIGHT (Democrat), Associate Judge, Springfield Court of
Appeals. Was born on a farm near Millersville, Cape Girardeau County,
Missouri, January 24, 1877; educated in the rural schools of his native
county, and State Teachers College at Cape Girardeau, from which he
graduated in 1900; also studied at Washington Law School. Was admitted
to the bar in 1903. He then moved to Doniphan, where he has since
resided.

He was married to Miss MAUD ESTELLE BARFIELD at Fairdealing, Mo., October
8, 1905, and has two children, JAMES WELDON PRENTISS and CARLETON
BARFIELD.

He was appointe Prosecuting Attorney of Ripley County, Missouri, by
Governor Folk in 1906 and was elected in 1906, 1908 and 1910. He
represented Ripley County in the 47th, 48th and 49th General Assemblies
and was elected Speaker Pro Tem. in the 48th and 49th General Assemblies.
In 1920, he was the Democratic nominee for Senator from the 21st
Senatorial District. In 1922, he was elected to the 68th Congress; in
1926, to the 76th Congress, and in 1930 to the 72nd Congress. Served two
terms as Mayor of Doniphan. On November 6, 1936, he was elected Judge of
the Springfield Court of Appeals for a term of twelve years.
