I can't quote you chapter and verse. but I have it on good authority from Ken Fiebleman of Salem Dent County that is illega; to deny access to cemeteries. I think you can report this to Missouri Attorney General Jeremiah"Jay" Nixon. He likes to know about these sort of things.

Do you happen to have the legal statute for this particular law? I know
there is someone in Cass County, Missouri who was having problems getting
to a
cemetery on private property to record data.
