Find-a-grave folks will occasionally put flowers on graves for you. So will
Random Acts of Genealogical Kindness (RAOGK) folks. I'm a volunteer for
both, but I'm not in that area. I'm in Phelps County.

Try the FIND A GRAVE they have people that will put floweres on graves for
you
