In early 1864 the 3 year enlistments of many Union Volunteer regiments were running out. In order
to keep from losing many of these regiments, the Federal Government offered a package of
incentives to get the men in these regiments to extend their enlistments.
One of the incentives was that if a majority ( I forget exactly what percentage) of the soldiers
extended their enlistments, the regiment would be kept intact and be designated a "Veteran
Volunteer Regiment."
I would deduce in the case of the 3rd Iowa, the "non veterans" were those soldiers who chose not
to extend their enlistments and were therefor discharged.
