I wrote to the St Joseph Police Department, Records Office, 501 Faraon, St Joseph, MO. The phone number is 816-271-4705. The lady who responded was very nice (also into genealogy), but regretfully informed me that many old police records were lost in the last two major floods. The record I was looking for was older than 1959, so you might have more luck.
