For that time period in Missouri, the record should be at the courthouse in
the county in which the marriage took place. Clinton is the county seat of
Henry County, Missouri. I don't have the exact address, or know the fee,
but try writing or calling:

County Clerk, Henry County
Clinton, Missouri

You will need to find out the fee and any other requirements they have to
provide the marriage record. If you tell the information operator you want
the county courthouse in Clinton, Missouri, you will probably be connected.
