A tad later, but Carthage passed ORDINANCE No. 470, 14 October 1918, published in Carthage Evening Press October 10, 1918 and I have a much faded letter to a Dr.W.D. Brown notifying him to report,to wit: "...all contagious or infectious diseases now in your charge, and not heretofore reported by you to said officer, including what is commonly called Spanish influenza, ..." signed 19th day of October, 1918 by S.C. Boggess, Mayor
