Hello Hugh
Much of the 1861 census is missing (lost or destroyed). If you look
at the beginning of each set of index fiche you will see that Gwent
FHS has listed the number of books or pages missing for each
enumeration area and an estimate of the number of people that covers.
The Goytrey section has 275 individuals missing from this census, so
your Vaughan is possibly among those.
