Dear Jim,
If your Philip James was born prior to July 1837, there will be no records
of his birth. The civil registration of births did not commence until July
1837. You'd have to rely on a record of his baptism ceremony in a church or
chapel.
If his birth *was* registered, the entry will be in the registers held by
