Not sure about earlier censuses, but in 1901 ANY ship was supposed to complete
a census form. One of my RMLI relatives was on the Royal Yacht in SUEZ at the
time of the census - en route to Australia, New Zealand etc

Details of the tour (from the perspective of a Petty Officer) are in a book
titled "Royal Tour 1901 or The Cruise of HMS Ophir - being a lower deck account
of their Royal Highnesses, The Duke & Duchess of Cornwall and York's voyage
around the British Empire"
