According to http://www.abertillery.net/picpages/sixbellspast.html it was in
the early twentieth century, but I couldn't find anything more specific. For
some reason www.old-maps.co.uk isn't working this morning, otherwise it
would help with a street map of the area in about 1880-90 to confirm that
area was not yet built.

A Google search http://tinyurl.com/y9z5ns brought up lots of houses for sale
in Richmond Road - you could always contact the estate agent and ask how old
the properties are!

My 100-year-old cousin lives in Alexandra Road (parallel to Richmond), which
was built at the same time. Next time I speak to her on the phone I will ask
if she knows.
