Hello Sian,
I located Frederick, I am confused with the name you give me Sussana Olovers
because there was no record listed but when I placed S Oliver the Census
record came up.
And this was listed on the 1891 image, they were living in the hamlet of
Clwr-plwyf in the Parish of Mynyddislwyn.
F J Hayes age 25 son fitter
C Hayes age 65 mother
S Oliver age 12 niece
J Oliver age 11 nephew
there was also other boarders living in the property.
So it appears that Frederick was recorded on all Census records, and I
looked back on all Census records for Arthur and not one of them showed him to be
an enumerator.
And if Arthur landed in Tredegar the reason more than likely was work
related, he had worked at the Iron Works in Gloucester and there may have been more
work for him in Tredegar where there was a local Iron Works and others not
too far away.
And the mystery of Catherine placing widow on the 1881 Census could be as
you say that he left her, or he may have been in prison.
