Thank you for the information and the suggestion for the A-H MILITARY group on rootsweb.com. I'm starting to look at their archives now.

My great-grandfather was 19 when he immigrated and his brother was 18, so it appears to me that they were leaving before they were drafted. My grandmother's first cousin told me the story that his father Wilhelm left home in the middle of the night and had to swim across some river, before making his way to Bremen, I assume by train.

My great-grandfather from Moravia, Julius Drescher, served in the
Austro-Hungarian military from 1882 to 1892. At that time, the mandatory
term of service was 3 years of active duty and 7 years of garrison duty
(total of 10 years). He left Moravia as soon as his military obligation was
completed so that his sons would not have to share the same fate.

My great grandfather Franz Muehr was born in 1869 in the village of
Schlesisch-Wolfsdorf, located in the Kuhländchen region near Fulnek and
Odrau, and immigrated to Texas in 1888. Our family tradition says that one
reason he left was to avoid compulsary military service. Two years later,
his younger brother Wilhelm followed in his footsteps for the same reason.
Their two older brothers fulfilled their own military obligations and
therefore stayed in Austria.

I understand that throughout the centuries there had been any number of
wars in Moravia and that the government had required military service. Does
anyone know specifically what was happening in Moravia in the 1888-1891 time
period that would require military service? What was the law at the time
regarding military service? Are there any references that I could read for
additional background on this topic, whether on the internet or in books or
journals?
