I checked the Social Security Death Index

and they list two men named Chester GARRETT of the proper age who obtained their Social Security cards in Missouri. One was born Mar. 7, 1881 and the other Jun. 1, 1901. If one of these is the right person, you could post a free annotation to his entry by clicking on "Add Post-em" with text indicating your interest.
