CURRENT rank and insignia may be found on several sites.

Just search for

+Navy +Insignia

The NARA would have his Military file, and the discharge packet would
list his campaigns and awards.

I believe that if you contact a veteran's association they will help you
assemble an awards display and acquire the proper ribbons and medals.
