Alloa was run by the Alloa Harbour Trust, whose surviving archives 1754-1898
are in the National Archives of Scotland - their website does not detail
what they have, but has the means of contacting them http://www.nas.gov.uk/
I would expect that the appointment of s key official such as Harbour Master
would certainly be mentioned in the minute books, if not other documents.

The historical records of the Leith Dock Commission are also at the NAS in
Edinburgh.

The Dundee Harbour Trust, which still exists as Dundee Port Authority, has
deposited its archives with Dundee City Archives, see
http://www.dundeecity.gov.uk/dcchtml/sservices/archives.html

Whether the surviving records of any of these still contain his job
application is another question, of course - quite possibly not. But good
