I can offer a partial explanation, in my own case, it started as a school
craze, we were all going to join the 'navy'. I told my parents, who said
'good show'--(and got rid of me!) and in short order, I was signed up on the
T.S. Aretheusa--at age 12 1/2. At 15 1/2 I went into the R.N. I don't
think that there was any paperwork other than for the training ship.
Service did not 'start' until age 18. Possibly the numbers you mention, are
his ships' number, which was in addition to his service number.

obtain further information about his time on these ships. Lastly, as he was
only 16 years old when he joined up ( Royal Navy.) as a boy in 1898, would
he have had to have had his parents consent. Would I be able to find these
