I think perhaps you are thinking of the section for Royal Navy ships
in foreign waters - as far as I know there isn't a separate section
for Merchant Navy vessels, which are included in the area they were
enumerated, which means you either have to search through each county
or better still go to Bob Sanders site at:

and search for the name. He may not be yours, but from a quick search
of Bob's site I note that there is a:

Daniel DOCHERTY U 23 MBlyth, Northumberland, EnglandAble Seaman

It may be significant that the vessel is alongside in Kent ?

Alternatively you could use the National Index which comes with the
CDs?

Although it may not be an overly common name, you should perhaps be
advised that many English people may not be overly familiar with what
is often considered to be an Irish name and you may well not find it
spelt as you expect ie this name may be spelt in many different ways
including DOCHERTY, DOCKERTY, DOHERTY, DOUGHERTY, and even perhaps
DORHCTY to quote a few samples of alternative spellings just this
minute extracted from the census CDs.
