The 'Sailing Navy List' covers ships...not officers.

I have checked in Syrett & DiNardo's book 'The Commissioned Sea Officers of
the Royal Navy' and the relevant navy lists for the 1810's and there was no
officer then serving in the R.N by the name of James Miller.

Perhaps he was a merchant officer? for example according to the list of East
India Company sea officers, there was a James Miller who was a Mate in their
service at this time.
