I have gone back through the HoC Returns and can still find no reference to
Moses Rees or William Rees for that matter. Your transcript from the
Guildhall Library is however pretty convincing and I accept that he was in
fact a TH Pilot. I regret that I cannot help any further with the material at
my disposal.

For a list of HoC Returns on pilotage you will need to consult the House of
Lords Library where there is a catalogue of Parliamentary Papers.

It is quite possible that a pilot could be both a licensed TH pilot and a
Waterman, this practice continued right up to the end of the TH service in
1988. Typically a Waterman would apprentice his son and at the same time
obtain a cadetship or apprenticeship with a shipping company. The son usually
ended up with a Watermans licence and a Masters Certificate and was thus well
placed for whatever opportunity presented itself on the River.

Service in the Navy was quite probable, however I doubt that he would have
been a commissioned officer, most candidates for the pilot service who had
naval service were Masters or Second Masters which was a warrant rank. I dont
think that there is a list in the same way that there was a list of officers.
Trinity House examined all Masters of the Royal Navy up until the mid 1860's
so there may be a record in the Guildhall Library, its worth a chance.
