I have no list of the fleet that comprised the Review of 1867, but would
imagine that the ACHILLES would have been present, as she was in commission
and part of the Channel Fleet, under the command of Edward Vansittart.
I have a copy of the 1867 Navy List, and your man James Cox is listed as the
Assistant Paymaster of the RATTLESNAKE, with a seniority in that rank of 14
Sep. 1865, and having been appointed to the Rattlesnake on 9 Sep. 1867

I know of no biographies of paymasters . . .
