Pauline,
I served in the U.S. Navy from 1962 until 1991 and never had a passport.
In place of a passport all I needed to carry was my military id card and
a copy of my orders or leave papers. I have traveled through England,
western Europe, and all the European countries bordering the Med with
only my military id card, and the official papers mentioned. Never had a
problem.

As a member of His Majesty's Forces in normal circumstances he wouldn't
have
needed a passport.
If however he were detailed to join a ship in a foreign port and had to
make
his own way out there by civilian transport then he would have required
a
passport. This did not tend to happen (to the best of my knowledge) in
the
time frame you mention.
Post WWII however, during the 'cold war', men were often flown out to
join a
ship on a foreign station, and required a passport in order to fly by
Britannia Airways, BOAC, or whatever. In which case they travelled in
civilian clothes, as government servants. The passports were applied for
in
the usual way, although they were actually arranged in bulk through the
Admiralty.
