Subject: CERTIICATES OF DEATH- Lost At Sea

Where would a Certificate of Death be issued if a person is lost at sea.
This person was a US Captain lost in the Bay of Fundy after leaving the port of
Cheveie Nova Scotia bound for Baltimore USA.
Would it be at the time the lose of ship or 7 years later.
