Hello Paul,

I looked at the pic, before reading Andy's reply, but came to the
same conclusion regarding SMS. The cap tapes, or "ties" were also
used by the Imperial German Navy (1871~1919).
The silk scarf, close-knotted in the "V" of the blouse (jumper) also
suggests the Kaiserliche.
