I suspect that this may have referred to the Royal Naval Reserve,
which was introduced in 1859 - Prof. NAM Rodger has the following to
say in his book Naval Records for Genealogists:
This was the first specialised naval reserve. It consisted of officers
and men actually employed in British sea-going merchant ships, who
undertook periodic training.
I gather that there was no other reserve until 1874, when the Royal
Naval Artillery Volunteers were created. Reading through the papers
of the day, one gets the feeling that they weren't always described as
the Royal Naval Reserve, but sometimes acquired other descriptions. a
number of RNR officers are listed as serving in 1870 on the following

I haven't read it through lately, but I have a feeling that the NA
leaflet on RNR personnel for this period suggests that they've only
got samples :
