Yes, the picture was identified as a Melungeon. It's all part of a series of paintings created over several years, many of which depict a fictitious giant squid fishing industry -- pretty surrealistic, actually. There is some text with the painting:

As gruesome as the painting is, it's pretty much a visualization of the verbal descriptions given by various residents of Kingsport depicted at the beginning of the program.As a resident of this area, I found that pretty disturbing.
