The 1790 census shows Samuel has 2 males under 16 in his household and 8 females. The deeds show Francis had a brother named John. I don't think it's too likely this Francis is a brother of Samuel. Francis & John may have been grandsons. I would also look for a connection to the McCune family.

has a son named Francis Jr. b. ca. 1790's, would be to young for these
records. Last one in line, says Francis Rose Deceased, I'll just bet this
Francis is a brother to Samuel. ( you know how these brothers all named
their children the same names)
