We ran into this at the National Archives. Their microfilm was too light to
read. When this happens the Archives pulls the original volume. In our case
the original page was very readable, tho light. Just did not microfilm well.
Perhaps you will have to arrange to have the original volume read for you.
How that is done we don't know as we have never had someone else do researching
for us at NARA.
