I have access, but can't seem to locate a Cleopatra Miller in the 1910 North
Carolina index at Ancestry. Because 1910 is indexed by head-of-household,
it's not likely that a minor Cleopatra Miller was enumerated in a Miller
household, if she made the index.

Cleopatras indexed (in my sources) in 1910 North Carolina are:
Williams, age 39, white, in Robeson
Perkings, age 5, black, in Currituck
Johnson, age 19, white, in Buncombe
Downing, age 60, white, in Hertford

Would you check again and see how Cleopatra's name is spelled in the index
so I can do another search?
