Hi,

I found that you have to enter this site through the portal of the Home
page.
http://www.dhr.state.va.us/

Then select the general FAQ link, next select Cemetery and then
Preservation.
Perhaps it's Cemetery Preservation in one link...but you get the drift.

Some sites work that way.....good luck,
