As pointed out, there are marriage bonds for Cumberland County for that time
period and they are at the NC State Archives. As I have mentioned before on
this list, the NC State Archives in the 1970s made an index (which is on
microfiche) of all NC marriage bonds in their possession. That entire index
is listed on the IGI at:

If you enter the name "James Barlow", restrict your search event to
"marriage" and then county to "United States" and state to "North Carolina"
you will see that under IGI there is one result, that for a James BARLOW in
1817 to Anna SMITH in Robeson County. When you click on that entry you will
see "Source Call No." and under that the number 6330286. If you click on
the 6330286 you will see that the source is the microfiche of the Marriage
Bond Index prepared by the NC State Archives.

If the first three numbers of the source call number are 633----, then it is
from that index. If you find other marriages that do not have that 633----
number, then the marriage was user submitted. If you do not find a marriage
bond listed there, then unless it is either Granville or Davie County, the
odds are that there is no extant civil recording of the marriage. There
have been a few scattered bonds found for various counties since that index
was made, but that is probably no more 1/10% of the total bonds.
