Before this goes any further, I'm going to declare John McCoy the
winner. He sent his first answer at what looks like 17:03 CST (the
time on record is 13:03), and "land scandal" is what Item 4 is.

The legislature removed Governor Butler from office 1871 because of
financial irregularities. That's putting it in simple terms. He did
the following:
1. Entered into a contract that exceeded the amount appropriated for
the construction of the university building without the consent of
the Board of Regents.
2. The contract for the insane asylum had been let in excess of the
amount appropriated and to a contractor who could not post bond and
who was, at the same time, erecting palatial residences for both the
governor and the secretary of state.
3. The governor had lent $40,000 of school funds to friends, with
inadequate security, as personal or political favors. These funds
where supposed to have been invested in US or state securities.
4. He speculated illegally in Lincoln lots and had profited greatly.
5. Other charges included acceptance of bribes from contractors,
railroads, and private individuals.
