Hi Graham,
According to my Compact Edition of the Oxford English Dictionary,
FENCIBLE has five different meanings:
1. Of an person: Capable of making a defence; fit and liable to be called
on for defensive military service.
2. Of arms and armour: Capable of being used for defence.
3. Of a fortress, town, etc.: Capable of being defended; strong,
well-fortified.
4. Such as will serve as a fence or enclosure.
5. Belonging to the corps called Fencibles.
B. A soldier liable only for defensive service at home.
