In response to Heather's dilemma.

If the cemetery is a public cemetery owned and administered by the council
and there is no photo ban in place then yes I would take a photo of the
original headstone.

When the photos were taken for the Levin cemeteries I asked the question if
we had to get permission from the families first because after all they had
erected the headstones and of course I knew they were going to be put
online. The answer was an emphatic no as it was a public place owned and
administered by the council. Erecting a headstone is a bit like publishing a
book, we have no control over who is going to read them.
