Your phone line is busy contacting your ISP so you can get on the Web.
The fax machine chould get a busy signal, and not get through.

There are special modems and connections that use two telephone lines that
might let you receive a fax. A single modem and phone line won't.

A fax can't come in while you are calling your mother. Same idea.
