St. Albans, Vt., Nov. 7.--A dispatch from Rouse's Point says: "Rufus HEATON, an extensive merchant, has suspended. His liabilities are $95,000, and his assets are stated to be $100,000, but will probably not realize that. A large storehouse owned by HEATON at Rouse's Point was recently burned. Later developments indicate that there were some irregular transactions obliterated by the conflagration, as it is stated that the United State Government officers were about to seize that storehouse, believing that it contained smuggled goods. Insurance policies amounting to $16,000 were surrendered to the companies against which they were held. HEATON's friends claim that this was done because of the carelessness of the person who caused the fire. It is also alleged that HEATON has gone over to Canada and taken up his abode to escape prosecution by the government. HEATON was for years the President of the National Bank of Champlain."
