When I was living in New Rochelle in 1951-1960, and news was being reported
from NYC stations, upstate was from NYC to Albany. Syracuse general area
and some points south is considered Central NY. From Bingamton west to the
PA line is considered the Southern Tier. The area north of the line from
Albany to Syracuse to me is considered Northern NY. I was from the
Watertown area, and I have never heard many people use Northern NY for a
reference. Therefore, counties in upstate NY would be: Westchester,
Dutchess, Ulster, Albany, Rockland, Orange, Columbia and Putnam, and
Greene. All of these counties have a border on the Hudson River, with
primary cities of: White Plains, Ossining, Peekskill, Newburgh,
Poughkeepsie, Kingston, Saugerties, Hudson, then Albany. Had map in front
of me to give you this info. Florence @ Findlay, OH
