I use a program called ACDSee.
It is a picture viewer with extra options. For example you can do
basic manipulation like resize,crop, and some enhancing of color and
contrast, etc.

There is also an option to adjust properties for each picture viewed.
The properties "window" allows for description, date, author and a
text window for notes and keywords.
They have a demo at http://www.acdsystems.com/English/index.htm.
I believe they also have a free version if you don't mind a little
advertising. Not sure what options come with the free version!
