It's Colcannon,
and its an old, traditional Irish dish made with kale or cabbage sautéed and
added into rich, buttery mashed potatoes. However, its so good that some
upscale restaurants here in Lower Canada serve it on menus that specialize
in comfort foods like roast rotisserie chicken or ribs and chops.
Here's a fairly good URL that even includes an Irish ditty of someone
rhapsodizing about his/her Colcannon......and there are quite a few more if
you use google to take a look around on the net.

Best regards, and I hope someone makes you some soon.
