I don't know for sure about the year these bases came into being but there
were several possibilities; and before they came into being military personnel
were there during construction:
Argentia, St. Johns, NL
Ernest Harmon AFB, Stephenville, NL
Goose Bay AFB, Goose Bay, Labrador, NL

a number of small radar sites:
Jerry's Nose, Port au Port Peninsula, NL
Pine Tree Radar Site, Port au Port Penn, NL
another Pine Tree Radar Site, around Goose Bay, Labrador, NL

There may be more. You should be able to contact military organizations in
the US for the records of your relative.
