All: I can't speak to the technical issues a particular organization may
have, but there are issues of copyright, licensing, and fee payment that
impact whether or not a presentation can be taped and redistributed.
Speakers always retain the copyright to their presentations, and so an
organization must ask for and receive written permission by way of a
licensing agreement with presenters prior to recording. Speakers frequently
decline these requests for a number of different reasons. First, the
organization may request the right to record, but not offer to pay a fee
for each recording sold (or any fee at all), limiting the amount of money
speakers can make from their presentation. Second, the existence of a
recording may make the presentation itself perceptibly less valuable to
other organizations and their future live audiences. Third, presenters do
not have control over the quality of the recording and may feel that they
are not best represented by an ad hoc or impromptu recording situation,
however well-intentioned. If speakers come off looking or sounding terrible
after giving permission, they are stuck with that permanent, poor-quality
version of themselves for (nigh) eternity. A particularly poor-quality
recording could be a devastating anti-marketing campaign for a speaker. Or
the presentation may be a new one to the speaker, and the speaker may not
feel that he/she is yet ready to be recorded, even if all other factors
were positive, and they would otherwise be inclined.
So there are a number of things to consider before showing up with a
recorder and pressing "play." I know the Federation of Genealogical
Societies has successfully licensed with and recorded a number of speakers
at their national conferences (beginning in Boston in 2006, I believe), so
they may be able to offer an effective licensing model. I'm not sure how
successful that recording campaign was, or if they still record at all.

Hello,
I have received several positive emails regarding my comments below.
I’m curious to hear from those in charge of various historical societies
and
organizations. What is keeping you from taping and preserving these talks
and presentations? Perhaps something could be done to overcome any
obstacles
that you face. Is it lack of technology? Copyright issues? Some other
concern?

I so agree...and if the lectures/presentations were filmed/taped, a revenue
stream would be created...they could be sold to all of us who cannot get to
the meetings.
