That seems to be the consensus. No less than 8 people have had the same theory.

Probably the baby was living with and being cared for by grandparents
(perhaps maternal grandparents) if there was no one in the household to
care for a young baby. Even if there was adequate housekeeping staff in
the family it was often felt that a young baby needed care/supervision of
a female relative. Depending on the custom of the community he could
possibly have been with a wet nurse.
