Kathleen,

If you didn't make a typo, and the date of death is 1996, any estate
matters would usually be handled by the Surrogate in the county of
residence. For Hudson county:
Hudson County Surrogate's Office,
Administration Building,
595 Newark Avenue,
Jersey City, NJ 07306,
