I did not find the law about it, but you needed a passport in those days to go abroad, but also to return to your homecountry to prove that you are a citizen of that country. There might have been 1 passport for the whole family on the name of the husband, mentioning also his wife and childern. Unfortunately there is not much information in the archives about the delivery of passports.
