I would guess that the numbers were assigned to certain
locations or offices in a state, in blocks, as needed. Would
guess that blocks were equal or so. There are about 100,000
numbers in each block. If a block were assigned to say
a small SS office it would last longer. If it were assigned to
a larger SS office, LA, SF, etc., it would be used up sooner.
I feel fairly confident that the date given for issuance is the
latest date that the block of numbers was issued.
If they were assigned to a particular office, it would be great
to find out which so that in addition one could find out where
in the state the SS# was applied for.
I'm going to try looking at SS applications I have and put
down date and location where applicant was living and see
if anything can be determined.
