Subject: Marriage cert question

So I have the marriage license (certificate) of my great grandparents
from 1883. At the bottom of the license is this verbage;
Entered according to Act of Congress in the year 1878, by H. M. CRIDER
of YORK, PA in the office of the librarian of Congress, at Washington
D.C.
Anyone know what this means or meant back then? Were marriages really
recorded somewhere in the library of congress? I checked their site on
line and didn't find any reference to this fact.
