Subject: 1700s LICENCES?

I have a bond for a marriage which took place in St Peter Mancroft, in
which the bondsman is referred to as a "innkeeper". Is this a
publican? If so would, presumably, the Norwich City Council, have
issued licences in 1730 and what is the likelihood of these surviving
till today, and what sort of information are they likely to contain.
Any information would be most welcome.
