Hello Joyce,
He was a Customs Officer (as in Today's Her Majesty's Customs and Excise).
Preventing smuggling etc - I rather imagine that part of Essex and its river
systems could have been a busy are for such an officer (and there were
legitimate imports on those rivers too).
Not sure how 'official' and therefore how well recorded such occupations may
have been in the late 18th century outside London and the main cities ...
but someone else probably will!
