Uh, I don't fully understand the reference.
When the duty on beer was abolished in 1830, almost anyone on
payment of two guineas could get a license to retail beer and
cider. A Justice's certificate was not required for a beerhouse
license, only a statement of good character signed by six local
ratepayers. The statement was presented to the Excise officer for
his approval, which was rarely withheld.
